Is it possible to sync highlights between Kindle for PC and iPad?

For long time I am using Kindle iPad app to read books, all the notes and highlights sync to my Kindle for Mac app smoothly, but recently I found these stuff won’t sync to my Kindle app on Surface Pro.

So the highlights and notes can’t sync between Kindle iPad and Kindle Windows?

    Highlights and notes will sync to all Kindle apps on all platforms. Maybe it’s network error, you can check it on another day.
